Last Saturday the Daily Ittefaq published a very timely report on the code of construction of high-rise buildings in the capital. The reports main topic was air funnel. The restrictions on building high-rise buildings in the capital for air funnel or for creating air way for operating flights to and from the city’s international airport was described in detail by the report. The report said that even though all countries have special guidelines in keeping air way free for flights, Bangladesh on the other has has no such laws. Therefore, reliable information regarding where and where not constructing a high-rise structure is acceptable is truly hard to find. More or less in any area of the capital, the stet does not allow construction of any structure above 150 feet. Actually, this common law is not based on any scientific reason. Building any high-rise structure within a certain distance to the airport is quite naturally objectionable for the authorities, but do these regulators have any scientific data or research to verify this objectionable area?
How come multi-storeyed buildings were constructed in areas where such structures have been forbidden to maintain the air funnel? And if owners have somehow managed to authorities to build these multi-storeyed buildings, then how come these structures, deemed to be a threat to aircraft, are still standing high. It is because either the Civil aviation authority and the air force does not have any statical diagram on where these air funnels should be placed, or maybe such plans are helpless to stop owners from building high-rise structures. Not only air funnel, the Rajuk’s announcement of a new building code and environment-friendly DAP, or Detailed Area Plan, has added to the woes of individuals and companies. Rajuk’s FAR, or Floor Area Ratio, was introduced to make the capital more habitable for residents and a less concrete jungle. And here, a provision has been kept that allow owners to spare some space for greenery and the rest for constructing the building. But, again this FAR is dependent on the area of the land, air funnel and the nearby roads, among others. Bur acquiring ‘No Objction Certificates’ from 10 to 11 organizations is such a suffering that only its victims are well aware of. And it takes more much long before an owner can receive all his papers for constructing his/ building.
